A visitor finds a device they like, flies home, and texts us: can you mail me another one? It's the most reasonable request in the world, and federal law is why the answer is no. Since this comes up constantly, the actual rules deserve a plain-English page.

What the PACT Act did

The PACT Act is a federal law that originally targeted mail-order cigarettes. In 2021, Congress extended it to cover 'electronic nicotine delivery systems' — a definition written broadly enough to capture vapes, e-liquids, and components, including zero-nicotine products. Anyone shipping these must register with the ATF and state authorities, verify age at delivery, collect and remit state taxes, and file monthly reports for every state shipped into.

On top of that, the U.S. Postal Service finalized a rule in late 2021 removing vape products from the residential mailstream almost entirely, and the major private carriers adopted their own bans on shipping vapes to consumers. Between the law and the carrier policies, there is no ordinary way to mail a vape to a customer's house.

What this means in practice

For us: we sell vapes in person and by local delivery to qualifying exact addresses at hotel entrances within six miles, where a human checks your ID. Text the exact hotel street address to confirm eligibility; the fee is $15, free over $70, and outside-zone addresses use pickup. We don't ship them, and we'd be suspicious of any small shop that offers to.
